- Preheat the oven to 400°F (≈200 °C).
- In a large skillet over medium heat, add the ground beef, diced onion and minced garlic. Sauté for 5–7 minutes, until beef is cooked through and juices run clear.
- Sprinkle the flour over the beef mixture and stir for 1 minute.
- Add the beef broth, dried onion flakes, onion powder, garlic powder, Worcestershire sauce, salt and black pepper. Stir well and cook 1 more minute.
- Add 1 cup of shredded cheddar cheese and the sour cream to the beef mixture. Stir until fully combined.
- Transfer the beef mixture into the prepared baking dish.
- Add the diced potatoes and diced carrots into the dish and stir gently until well combined with the beef mixture.
- Top evenly with the remaining shredded cheddar cheese.
- Cover the dish with aluminum foil and bake for 30-35 minutes, or until the potatoes and carrots are fork-tender.
- Remove foil, sprinkle with dried parsley (if using) and serve hot.
