- Heat a large pan over medium heat. Add butter, then garlic and onion. Cook until soft and fragrant.
- Add ground beef and cook until browned, breaking it apart as it cooks.
- Stir in tomato paste, ketchup, salt, pepper, and paprika. Mix well.
- Pour in beef broth and simmer for 5 minutes until slightly thickened.
- Add mixed vegetables and cook for another 3 minutes.
- Mix mashed potatoes with milk and butter until smooth and creamy.
- Spread the beef mixture into a baking dish, then layer mashed potatoes on top.
- Use a fork to create ridges on the potatoes.
- Bake at 375°F (190°C) for 20–25 minutes until golden on top.
Notes
Let the filling thicken properly before baking to avoid a watery pie. You can add cheese on top for extra flavor.
