Chop the onion, garlic, and celery. Rinse the frozen black-eyed peas under cool water. Measure out seasonings and set aside.
Heat olive oil in a large pot over medium heat. Sauté onion and celery until soft, about 5 minutes. Add garlic and stir until fragrant, about 1 minute.
Stir in smoked paprika, salt, and pepper. Add the frozen black-eyed peas and broth. Toss in the bay leaf.
Bring to a simmer and cook uncovered for 35 to 40 minutes, or until peas are tender.
Remove the bay leaf. Taste and adjust seasoning if needed. Serve warm as a side dish or main bowl.
