Preheat oven to 400°F (200°C). Line a baking sheet with foil and spray with cooking spray.
In a large bowl, mix ground meat, breadcrumbs, egg, garlic powder, onion powder, salt, and pepper. Mix until just combined.
Form into 1-inch meatballs and place on the prepared baking sheet. Bake for 15–18 minutes or until cooked through.
In a saucepan, whisk together cranberry sauce, orange juice, zest, brown sugar, and soy sauce. Simmer over medium heat for 5 minutes.
Add cooked meatballs to the sauce. Stir to coat and simmer for another 5 minutes.
